Objective of paper is to contribute to understanding of space-station role through consideration of functions of NASA in carrying out nation's space program and through effort to place total earth orbital program in logical perspective; general features which effective space station must include are defined as follows -- station module sized so as to serve basic needs of program, staff of six to nine men supported by flexible laboratory facilities, and versatile logistics support system to provide for dynamic programs in each area.
