Results of analysis show that, if n vehicles spread their entry times into road system uniformly over period of time t and travel average distance 1, then time from first vehicle entering to last vehicle arriving at its destination is minimum when (1/v2) (dv/dq) + (t2/2n1) equals 0, where v is average speed when flow is q vehicles per unit time; considerations were applied to case of vehicles entering city center during peak travel periods.
