Problems are to determine horsepower or power output of diesel engines under given conditions, and to decide on terminology regarding horsepower to be adopted in discussion between shipowners, shipyards and engine builders, and in contracts and specifications; Continental system of rating is based on maximum continuous output of which only 85-90% should be used, while Scandinavian is based on output for continuous normal service and can be used to fix speed and schedule of ship; it is suggested in future only to refer to "output recommended for continuous normal service" or simply "continuous service output".
