Weight of astronauts and life-supporting equipment requires extra power in booster rocket; to determine whether human observers can accomplish more in space missions than unattended instruments, mission objectives and details of unattended instruments must be defined and analyzed; suggestions are given based on evaluation of special conditions arising in manned space missions, setting up manned and unmanned orbital vehicles capable of gathering information about ground, sea, air, and space activities of another nation.
