For near-earth orbital altitudes, characteristic velocities required for sizable changes of orbit plane by impulsive methods outside atmosphere are large; method proposed is aerocruise mode using external burning propulsion to accomplish hypersonic cruising turn; comparisons among extra-atmospheric, aeroglide, and aerocruise modes are made in terms of required propellant expenditure for circular orbit altitude of 300 nautical mi; external burning aerocruise can be beneficial for plane change magnitude above about 20° giving vehicle remaining mass fractions higher than those for aeroglide mode by nearly factor of two for plane change of 80° with high lift/drag vehicles.
