Most critical environment for launch vehicle occurs on launch pad while vehicle is undergoing preparations for firing; moderate ground winds can impose large dynamic loads composed of drag and lateral components; drag loads are predictable if effects of atmospheric turbulence and gusts are excluded; lateral loads are unsteady and excite vehicle dynamically, especially at first cantilever mode frequency; dynamic stability in ground winds may be major problem for vehicles such as Saturn V, unless research yields new structural-damping techniques; research and wind tunnel programs carried out to predict vehicle loads and problems of extrapolation of wind tunnel data.
