Objective of paper is to prove that for thrust-limited rockets, on-off thrusting will always be more efficient than variable level thrusting; additional necessary condition is developed to show that minimum propellant path for thrust-limited rocket never includes arcs of intermediate thrust; analysis indicates that when vehicle is flying arc of intermediate thrust, application of double pulse thrust disturbance can either improve or degrade vehicle performance, depending on order of application of positive and negative pulses.
