Purpose is to minimize probability of mid-air collisions of aircraft under minimum visibility conditions, by assigning moving volume of airspace which surrounds aircraft and is not to be violated by another aircraft; basic problem is how to increase capacity of airports in given terminal area; effects of airport, air traffic control system, and air traffic characteristics on runway capacity have been analyzed; results indicated that minimum separation distance must be reduced to increase capacity of single runway; attempts at modeling and measuring workload in two different ATC situations have been undertaken and are discussed.
