Review of past commercial V/STOL studies shows broad agreement on promising future of VTOL passenger service; technical and economic considerations show that advanced helicopters have potential to initiate profitable service in early 70's, while high speed VTOL's (using essentially current technology) and advanced technology concepts can provide even more attractive future service, if compatible environment is developed; also, small VTOL aircraft seem potentially attractive to business community; to realize these potentials it will be necessary to extensively modify present enroute and terminal environments; it is shown that action is required in areas of navigation and landing aids; air traffic control procedures, flight regulations, and scheduling philosophy; city planning, to include provisions for vertiport sites, is also necessary; implementation of these modifications will require major cooperative effort by both industry and government.
