"Zero-zero" is ultimate goal of all weather program; weather histories at several airports in United States are analyzed to determine how much gain may be expected with achievement of 100-1/4 minimums, and "zero-zero"; philosophy of instrument approach operation; study made of development of United Air Lines' present instrument approach practices shows that there are 2 answers to "zero-zero" problems -- automatic landing or "real world" instrument presentation; it is concluded that attainment of minimums below safe go-around altitude of particular airplane involved requires fundamental change in instrumentation.
