Technique is developed for identifying those linear combinations of orbit parameters which can be estimated from given span of tracking data; it is shown that there are class I observable parameters, which affect data strongly and must be included in orbit determination solution, and class II observable parameters, which affect data weakly and can be ignored; method is numerically applied to two lunar orbiter tracking situations; Fourier analysis technique for efficient orbit determination is suggested.
