Remarks refer to date of Nov 14 1896, on which over 30 motor vehicles, ranging from motor cycle to multi-cylinder car, set out from London to cover 52 mi to Brighton; they were celebrating passing of "Highways and Locomotives (Amendment) Act," with its restrictive 4-mph speed limit and pedestrian pilot, and coming into force of "Light Locomotives on Highways Act," raising permitted speed to 14 mph.
