Two ways of obtaining increased in-space maneuvering capability are described; third potential method of obtaining increased maneuvering capability, called synergetic maneuver, employs both propulsion and aerodynamic forces to change spacecraft's orbital plane; maneuver consists of four phases -- deorbit and descent to upper atmosphere, pullout and constant-altitude gliding turn, acceleration to orbital speed and ascent, and injection into new orbit at original altitude; each of synergetic maneuver phases is examined.
