Performance parameters of power-limited propulsion systems are expressed formally in terms of kinematic properties of thrust units; ion engine deficiencies, such as neutral efflux, multiple ionization, and propellant stream divergence, are described as velocity distributions in exhaust stream and related algebraically to important mission parameters; background is provided for selection of best set of physical measurements to be made for evaluation of thrust units; it is shown how these measurements are related to mission parameters.
