In analysis, alternate transportation systems are fitted to future travel pattern for San Diego, Calif; alternate modes are quantified on basis of user cost and construction cost; transportation systems evaluated included 220 mi system of freeways, 160 mi system of rail transit, and 160 mi system of busways; annual costs were calculated and incremental benefit-cost ratio analysis was undertaken; it was concluded that bus rapid transit provides most appropriate mass transportation system for area studied.
