Complexity of air traffic control is shown by various examples showing continual shifting of emphasis back and forth between radar and nonradar procedures; difficulty of coordinating high speed traffic movements between controllers is stressed; new approach to use of automation for control with respect to means by which nonradar data of control will be processed, displayed and passed from controller to controller is described; basic system was developed by ITT Federal Laboratories; further system extension.
