Distinction is made between goods delivery, emergency, passenger transportation, and private vehicles; it is suggested that problem is to contrive efficient distribution, or accessability, of large numbers of vehicles to large numbers of buildings in manner that environment does not suffer serious injury in process; distributory network would consist of roads for motor traffic only, with no frontage access and with limited connections with other roads.
