Reusable space vehicles are defined as Earth orbital transports, global range transports and interorbital ferry vehicles, advantages and disadvantages are shown and six basic design criteria are established; 17 potential civilian and military applications of Earth orbital and global transports are discussed; commercial application of global transport has potential market and should govern development of systems specifications of reusable transport, which could serve Earth orbital and global markets; problem areas include choice of propulsion systems and propellants for first stage, horizontal vs vertical takeoff, ground accelerating devices, lift/drag ratio of second stage and stage concepts.
