Use of STOL aircraft for commercial short-haul transportation system is studied; design, operating characteristics, and costs are examined and compared to conventional aircraft; reasons for providing short-haul transports with STOL capability are increase in number of airfields from which aircraft can be operated and increase in safety and/or reduction in instrument flight rules minimums; study shows that STOL aircraft, capable of 60-knot approach speeds and 1500-ft civil air regulations field lengths, can be operated at same cost as airplane requiring field length of 3000 ft.
