Standardizing on commercial designs, better cost analyzing by user, less "twelfth-hour" ordering, budgeted expenditures and purchasing-department latitude in bargaining are important factors in securing better and more economical tool purchasing by railroads; author advises against specially made tools for railroad use when reasonable cooperation among users and makers would add benefits of mass manufacture to production of satisfactory equipment for all purposes.
