Since pilots have been accustomed to flying by engine rpm, this has become generally accepted as proper indication of running conditions, and duty of control system has been to vary rpm in accordance with pilot's lever movement; such requirement can be met in two ways -- by monitoring or sensing system or by scheduling system (in general use in Britain); latter discussed.
