Investigations carried out by Southern California Rapid Transit District (SCRTD) since 1964 have resulted in two-stage plan for 160 mi of railroad route on duorail steel track with electric trains which offered best combination of safety, speed, capacity, operating efficiency, comfort, quietness and flexibility; preliminary specifications call for two-car sets seating 170 with up to eight cars per train; top speed would be 70 mph, and average speed 34 mph; first stage of construction will be financed by bond issue.
