Investigations in Langley transonic dynamics tunnel were made using aeroelastic models of Saturn vehicles with Apollo payloads; variations with wind velocity, azimuth angle, and structural damping of bending moments imposed by ground winds were investigated for fueled and unfueled configurations; results indicate that unmodified, unfueled Saturn IB and Saturn V vehicles have loads which, at certain wind velocities and azimuth angles, exceed design bending moments; excessive loads may be reduced to acceptable levels by increasing structural damping to 3% of critical.
