For flight frequencies of between 5 to 20 flights/yr system costs associated with recovery and reuse are examined to show where major savings are potentially achievable; results of feasibility analysis of vehicle concept emphasizing recovery and reuse of spacecraft and simplification of expendable elements; latter is accomplished by incorporating boost phase steering function in spacecraft and using solid propellant motor booster stages; results indicate that partially reusable head-end steering concept is technically feasible and cost effective.
