This paper aims at investigating how freight transport decisions are made by local business receivers about the use of a commercial loading/unloading (l/u) bayin the urban center of Shanghai, China. Stated-Preference (SP) surveys were conducted during March 2013 to December 2014. A discrete choice model is then used to estimate the demand, and the results show that it is mainly decided by the penalty of illegal cargo-purpose minibus, by the tickets of roadside loading/unloading parking, by the annual cost of the commercial loading-unloading bay, by the service distance of the bay, and by the vehicle restriction in urban center. Three kinds of traffic policies are then discussed, and a combined policy is also suggested to attract more receivers to choose the commercial l/u bays.
