The Cooperative Vehicle Infrastructure System (CVIS) can provide individual vehicles' real-time status, such as position and speed, which could serve as valuable inputs for traffic signal control systems. This paper presents a signal control method for single intersection based on CVIS. The phase-based optimization strategy procedure and models for green signal time in the rolling forecast time horizon were presented and guidance speed optimization is also described. Simulation experiments indicate that the proposed method is better than induced control method. The average delay and stops decrease are significant at both low- and high-traffic demands.
