The paper proposes a simulation-based approach to determine the small sample size of probe vehicles with consideration of road network coverage and link average speed estimation. The simulation is designed to analyze the change of the elasticities of network coverage and estimation accuracy with sample size below 5%, using random sampling and regression analysis. The experiment data is collected from arterial roads under different traffic conditions in Dalian. Simulation results show that the most sensitive point of the performance of probe sample size is 2.5%–3%, considering the cost of construction of probe vehicle systems, which ensures that probe vehicles can collect data on 90% of the network links and 70% of the link average speed estimation have relative error within 20%. The analytical result indicates that small sample probe information is effective in the detection of traffic flow in real-time.
