The transportation sector has incorporated resilience research in their field only recently and vigorously. Yet, existing literature rarely provides a comprehensive tool to measure the resilience of the transportation infrastructure. This study aims to develop a decision-making tool to measure the resilience of the transportation infrastructure from a structural, and construction, and management perspective. A survey was developed after conducting an extensive literature review and distributed among experts. Data were statistically tested, and a resilience measuring tool was developed. It was found that the time to start reconstruction has a significant impact on the resilience of the transportation infrastructure. Delay in reconstruction work will cause significant serviceability delay, which will prolong the recovery of the affected segment of the transportation network. This tool will provide a relative resilience level, which can be used to compare the resilience of multiple networks and investment can be prioritized based on the vulnerability of the networks.
