This paper presents a GIS-based procedure to estimate congestion index (CI) at the highway link level. Using the 1995 traffic assignment data for the Lubbock, TX area, the exercise produces CI values at the network link level. These disaggregate measures of CIs are then presented in two summary forms. One is the statistical summary of aggregating link-level CI values by area type and by highway functional classes. The other is a visual summary with maps on which network links in the study area are grouped and shaded by five congestion levels measured by the CI. Benefits and limitations of using TransCAD GIS for CI studies and the like are discussed.
