A bi-level programming model with multi-objective is presented to optimize the road network in economic circle on the basis of genetic simulated annealing algorithm. The upper level is established with the objective functions of minimizing the total cost of investment and maximizing the road network connectivity. The lower level predicts the network traffic flow pattern, under the stochastic user equilibrium assignment model. An algorithm coded by MATLAB is more suitable for solving a large scale network optimization. Taking road network in the economic circle of Yangtze River Delta as an example confirms that not only this model and algorithm are effective and feasible, but also the best solution to the algorithm is credible.
