Port State Control (PSC) programmers have been established around the world to implement international maritime safety and security law. Choosing ships to be checked is a part of PSC. A score system to classify risky ships by the weighted-sum model (WSM) method is adopted by Tokyo MOU. The Technique for Order Preference by Similarity to Ideal Solution (TOPSIS model) is introduced to improve the ability to find substandard ships. The comparison between the TOPSIS and WSM methods has arrived at two conclusions. First, the values and the potential relations among attributes are considered in the approach of TOPSIS. The WSM only considers the values, and so it is easily affected by some bigger values and losses the right direction. Second, the TOPSIS method is more efficient in taking advantage of the information than the WSM. In our study, under the same limitation of information, the TOPSIS method is more powerful to find the detained ships than the WSM method.
