Based on the analysis of Vehicle Infrastructure Integration (VII) probe message process and data characteristics, a link travel time estimation algorithm was proposed. A link is divided into a downstream section and an upstream section in the algorithm. For the downstream section travel time estimation, the associated snapshots generated over the section need to be identified first, then the arrival times at the start and end points of the section can be deduced based on the nearby generated snapshots, the travel time can thus be calculated and averaged over each statistic interval. The upstream section travel time can be estimated by averaging the space speed reflected by all the snapshots generated over the section. Finally, taking a city arterial as a case study network, the algorithm was tested by means of traffic simulation. The results show that, the overall average error percentage is 27.6% when the probe vehicle penetration rate is 1% but drastically decreased to 12.5% when the penetration rate reaches 5%. The average error percentage can be further decreased in a certain level to 8.2% when the penetration rate increased to 10%.
