The total exhaust emission model of urban traffic network composed of intersection exhaust emission and section exhaust emission. The model is proposed considering vehicle type, pollutant species, fuel and other factors. The bi-level programming model is constructed which can further minimize the total exhaust emission of urban traffic network by the optimal road capacity enhancement and the optimal signal circle. Based on the Particle Swarm Optimization (PSO) algorithm, a solution algorithm is designed for the bi-level programming model. A simulation example is presented to verify the proposed model and algorithm.
