Traffic noise pollution which brought by rapid growth of urban automobile amount has become one of main pollution sources in cities. In the past urban traffic network design considering environmental factors mainly used automobile exhaust emission as a constraint without consideration of control problem of traffic noise pollution. With the emphasis on the concept of sustainable development and urban living environment improvement, urban traffic noise pollution has been paid more attention by traffic experts and government. For this reason, traffic noise pollution is used as a major influence factor of urban traffic environmental pollution, in order to research on urban traffic network design under a constraint of traffic noise pollution carrying capacity. A bi-level programming model is established. The upper level maximizes the traffic flow subjected to noise pollution carrying capacity, while the lower level assigns the OD traffic on road network with user equilibrium method. Particle swarm optimization algorithm is applied and a simple example is presented to verify the proposed model and algorithm. The results indicate the model and algorithm are feasible and effective, which can provide a reference for the urban traffic sustainable development planning and traffic demand management.
