Base travel demands between origin-destination (OD) pairs are generally adopted as the measure unit of road network capacity. However, it is very difficult to acquire travel demand data of all OD pairs by comprehensive trip surveys in practice. To overcome the weakness, the base trip generations, instead of base OD travel demand, is adopted as the measure unit of road network capacity in the paper. The concept of zonal reserve capacity is introduced as an integrated network performance index. Mathematically, a bilevel model is formulated. In the upper-level, the sum of all trip generations of origin zones is maximized while accounting for OD travel time requirements. In the lower-level, the specific trip distributions are determined by the Multinomial Logit model. By means of the sensitivity analysis approach, a heuristic solution algorithm is presented. Finally, a numerical example is given to demonstrate the merits of the proposed measure index and model.
