The heavy congestion and pollution caused by the rapid growing vehicles have become the bottleneck of developing harmonious city. With the development of CV (connected vehicle) technology, CV traffic management and control system based on V2V (vehicle to vehicle) and V2I (vehicle to infrastructure) has become an effective means to solve the urban traffic problems. Adapting the variable pattern of traffic demand, the methods of adjusting dynamically the unit extension time and its times are adopted to design three IA-SPaT (intersection actuated signal phase and timing) algorithms. Using the OE-CVS (one engine connected vehicle system), the proposed algorithms are validated and three indexes of delay, queue length, and emission are analyzed. The results indicate that three actuated algorithms have a reduction of around 20.3% for average delay, 5.5% for average queue length, and 9.7% for average pollutants emission comparing to the fixed signal phase and timing algorithm.
