To relieve the traffic congestion caused by the weaving of the traffic streams between the expressway off-ramp and the downstream connected intersection, and at the same time to mitigate the influence of the periodic motor vehicle flow fluctuation, a full-actuated control method for the intersection with an urban expressway off-ramp is proposed based on pre-signals, and a case study of a typical expressway and interface intersection in Zhenjiang City is conducted as the research object. The proposed method, the fixed-period pre-signal control method, and the classical Webster’s timing scheme, as well as the status quo scheme, are subjected to vissim simulation experiments, respectively. The results show that by setting up the full-actuated control scheme based on pre-signals, the vehicle delay and stop times at the intersection are significantly reduced by 24.80% and 30.45%, respectively, and the off-ramp traffic flow is most significantly reduced, which can make the overall operation of the intersection better.
