In a recent study, Zhang, et al, demonstrated that stable relationships exist between the number of fatal crashes and all other reported crashes using statewide crash data from Texas and Virginia. The authors derived estimation models for all severities of non-fatal crashes based on the frequency of fatal crashes in the same region, and presented equations for estimating the corresponding economic cost of roadway crashes. In this research, the authors expand this work to additional states using the newly available data from the SHRP2 naturalistic driving study and develop the same relationships for the SHRP2 states; Florida, Indiana, New York, Pennsylvania, and Washington. This paper presents models for estimating frequencies of any type of non-fatal crashes from the frequency of fatal crashes and the resulting estimated costs by crash severity. Similarities and differences between the state models are discussed as are the differences between the costs as estimated by the models and calculated from the detailed crash data. At a sketch planning level, the results provide useful information for understanding the magnitudes of economic and social consequences of crashes within a state when the only available information is the number of fatal crashes.
