When an emergency occurs, it is extremely important for emergency vehicles to be able to reach the scene quickly, accurately, and safely to decide whether it is able to reduce losses caused by disasters. In this research, taking into consideration road capacity decline, urban roads congestion, and other characteristics in a short time under sudden disasters, a connectivity reliability model of road section is built, the rescue travel time model is improved, and the index of road section security is imported to build a multi-objective route optimization model with constraints. Then, a multi-objective optimization algorithm based on deep search and non-dominance order is applied to obtain the solution set of the optimal rescue routes, and the unique optimal solution could be determined by introducing each index weight. Finally, an example is presented to illustrate the effectiveness of the proposed model and the algorithm.
