In the context of low-carbon economy, through the analysis of the development trend and development environment of low-carbon economy, this work puts forward the innovational concept of low carbon core competence of China's railway transport enterprise. On the basis of summarizing China's rail transport energy consumption structure, proportion and energy-saving efficiency, comparing railway transport with other transport modes detailed and comprehensively in the areas of energy consumption, land occupation, carbon dioxide emissions, external costs, etc, we concluded that railway is the core to establish and develop a low-carbon integrated transport system. Furthermore, this article bring forward specific measures, such as promoting the "replace oil with electricity" projects, speeding up high-speed railway construction, optimizing railway organization models, innovating low-carbon consumer marketing strategy and promoting green railway development to further improve the low-carbon core competence of China's railway transport enterprises.
