This paper proposes an integrated approach for joint planning of road maintenance activities and drivers route choices to minimize the overall fuel consumption of network. A generalized travel cost function is developed, considering the impact of pavement roughness on traffic assignment. The problem is formulated as a bi-level mixed-integer non-linear programing model, where the upper level aims to achieve minimal fuel consumption by conducting various maintenance methods on diverse roads and the lower level follows a traditional user equilibrium problem. A piece-wise linear approximation method and Karush–Kuhn–Tucker conditions are utilized to reformulate this problem into an equivalent linear single-level one. The transformed programing is then solved by branch-and-cut algorithm. A numerical case study in Shanghai is conducted to demonstrate the effectiveness of this model and draw implications for road maintenance.
