Traffic congestion was inevitable because of the reduced capacity caused by the construction zone activities. In rural or suburban areas, highway network is not as permeable as urban areas, thus making advance traveler information more critical. The study investigated truck drivers' route choice behavior under the Advanced Traveler Information System (ATIS) using before and after traffic count collected at a number of locations in and around a suburban work zone in Wisconsin, USA. Variable message signs were used to inform approaching motorists of existing delays ahead by publishing real-time delay messages and divert trucks to alternative routes when congested. After including variables such as total traffic, truck percentage and time of day, delay information, however, is no longer statistically significant in the Multinomial Logit Models (MNL). The findings suggest that motorists may rely more on their own perception of congestion or upcoming congestion than the delay messages. The results help to understand the heavy vehicle driver behavior and develop more efficient and effective work zone management strategies.
