The surplus traffic demand exceeding the capacity of intersection gives rise to the overflow queue in oversaturated condition. The excessive expansion of overflow queue from the downstream to the upstream (i.e. over-range spillback) results in upstream intersection's capacity loss and over-saturation's backward escalation, leading to deteriorating increase in travel delay of intersection group. The boundary condition of overflow queue length avoiding its over-range spillback (determined by roadway, traffic and signal parameters) is analyzed by means of traffic flow `shock wave' method. It is concluded that the equalized saturation-degree (subjecting to the boundary condition aforementioned) of each intersection contained by intersection group on urban arterial, can minimize the global rather than local travel delay of intersection group.
