The zonal absorption capacity defined as the maximum acceptable origin-destination (O-D) flow to the objective zone in urban road network is investigated. The zonal reserve capacity is defined and adopted as a measure index. Mathematically, it is formulated as a bi-level programming model. The service level of travel time is fully considered in the model. Moreover, the flows to the objective zone do not necessarily preserve a fixed demand pattern, but are determined by a Logit-based model. Finally, a heuristic algorithm is proposed and the applications of the model are illustrated with one numerical example.
