This paper describes the expansion of the existing Galveston-Bolivar ferry terminal system operated by the Texas Department of Transportation. A third ferry landing is planned at each of the two terminals, augmenting the two existing 1970-era landings on each side. The paper focuses on how modern ferry terminal planning and design technology offers significant benefits in the form of improved operational performance, enhanced durability, and reduced maintenance costs. Particular attention is drawn to areas that were specifically enhanced to reduce maintenance and life cycle costs while improving the safety, reliability, and longevity of the structures. An innovative "linkage counterweight" concept was developed for the vehicle transfer spans, believed to be the first adaptation of this concept for a ferry terminal. The design of the new facilities will be complete by May 2004, with construction scheduled to be complete by the end of 2005.
