Based on both of the principles of assignment of traffic and characters of railway, this paper designed and improved the function of Road block and the method of Balanced distribution on railway. Furthermore, a case study of the railway network in Shanghai was conducted in this paper in order to validate the improved model and analyze the related parameter.
