With the rapid development of China`s highway, the traffic safety of highways is increasingly becoming a problem which needs to be solved urgently. Especially in rainy days, the conditions of highways become more complicated, and much easier to cause security risks. We studied effective emergency decisions by system theory and game theory to reduce the accident rate in the rain. In this paper, analytic hierarchy process is used to rank by the sphere of influence of each emergency problem and the severity of traffic accident. And then the problems that eager need to be solved of the emergency problems in highway management can be found.
