Winter Olympics is the most influential comprehensive winter games in the world and it can bring huge social and economic benefits to the host city. Therefore, it is necessary for some Chinese cities which are capable of bidding for Winter Olympics to do some specific traffic planning in advance. In this research, we studied the traffic characteristics and traffic demands during the Winter Olympics. We took Harbin as an example and proposed the traffic planning strategy the bidding cities should take, including Urban Outbound Traffic Planning, Urban Traffic Planning and Local Traffic Planning around the main Gym. It would help to instruct the construction of infrastructures of the cities in cold regions to be prepared for bidding the Winter Olympics.
