Accessibility is a fundamental concept in transportation analysis and planning. Typically, accessibility refers to the `ease' of reaching opportunities for activities and services can be used to evaluate the performance of a transportation system. In this paper, Utility-Based (UB) accessibility measures derived from the combined travel demand model are used to assess the performance of public transport network. Network-based accessibility measures using a combined travel demand model that is consistent with random utility theory are established. By using travel time and ticket fees via bus as the measures, accessibility between any two bus stops is described from the user's perspective. An example is provided in this paper to examine the effect of this method. The results indicate that the accessibility measures proposed in this paper are capable of measuring the degree of bus stop accessibility to assess the public service.
