This article proposes a method for evaluating the traffic resource carrying capacity of port areas, focusing on four key regions: anchorage, waterway, berths, and terminal yards. Taking Shanghai’s Yangshan Port as a case study, the study conducts a statistical analysis of metric such as average anchoring time, time in berth, and passage time through waterways. The evaluation of the port’s overall carrying capacity is conducted in accordance with the ALARP principle. The results indicate that the port’s overall traffic resource carrying capacity is in an adequately loaded state. Specifically, the anchorage is in a weak load condition, the yard and berths are appropriately loaded, while there is a need for improvement in the carrying capacity of the main waterway. This study provides guidance for accurately understanding the transportation resource carrying capacity of the port area and improving the operational efficiency of the port area.
